Why I am not able to manually and even automatically record my incoming or outcoming voice calls in my phone S20 5G 981B.

Because no phones allow call recording which is illegal in most countries. I believe some apps like Automatic Call Recorder still work.

I use Automatic Call Recorder myself Pugs1957 and it still works well. For how long who knows?. 👍👍

not true, most countries allow recording of a phone call if the one who records it is a party of that phone call and the recording is for his own use, other countries require consent of at least one party, or even everyone who takes a part.
