With some networks there's an extra step sometimes via adding something to the text message.
Can you check with your network that they support delivery reports.
For example in my phone.
Launch messages app.
Tap on the 3 little dots in the top right hand corner.
Settings.
More Settings.
Text messages.
There is a show when delivered option.
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
