My carrier is AT&T but I purchased my S9+ phone from Samsung online. There is no wifi calling option under settings on my phone and AT&T said they can't activate it, its a Samsung thing and Samsung said its an AT&T thing. Can anyone give me some info on this? Thank you for your help.

As far as I understood things the feature is network driven via the sim card @JoeCanz2
Once the network activates this feature on the account or a person toggles this On in their Network App and they have no signal whatsoever and WiFi is turned On then it appears on the phone and works automatically.
If the network has not turned the feature On then the options to toggle it on won't show.
i.e It don't show on my Samsung Note 10+ 5G phone.
