i have the same issue with with s21 ultra after update of one ui 6.1 . it complete broke the network. use different sim cards with different network it does not work even same sim cards with other handset perfectly working fine . did all the settings for reset and all still does not work .
Just for the clarification nothing problem with network provider it is with samsung software as i travelled to different continent and its the same issue with their sim cards and same sim cards are working on other handsets . so it does problem with samsung software. we must need the immediate resolutions. @samsungsupport team look this matter urgently .

connect your phone to A PC then Turn off the device.
Press and hold the Volume Up key and the Power key.
Once the Android Recovery screen comes up, release the buttons.
Use the Volume Down button until you are highlighting 'Wipe cache partition.'
Press the Power button to select 'Wipe cache partition.'
Use Volume Down to highlight Yes.
Press the Power button to confirm the action to
clear the cache.
Wait for a second as the system wipes the cache.
Press the Power button again to reboot the device.
If this still doesnt work- it may be time to contact customer support directly

So it is device specific..... maybe a configuration issue with your router?
