Can anyone help.  When I am not connected to WiFi and I want to search Google or do anything Internet based my phone will not connect to Web and instead says not connected offline.  How do I turn offline mode off

You may not have any signal/reception or you may not have any data from your mobile network supplier.

do you have mobile data enabled .. this can be found on the drop down shortcut menu

It sounds like you have mobile data switched off.  

Check settings - connections- data usage and make sure the switch for mobile data is ON.   

If this is correct then it is likely a carrier issue and you should speak with customer services for your sim card... ask them to send you the mobile data settings to your phone.

thanks everyone. I have unlimited data so that shouldn't be the problem. checked all the settings and still says not connected

OK go into the connection settings and see if you are connected to a signal
