Either plug your earphones in or use your data cable and hook upto a computer. All you need to do is turn the computer on.
Then turn the phone off and then press the volume up button and power button until the phone vibrates and you see the Samsung logo and then let go,
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
The advice I offer is my own and does not represent Samsung’s position.

If you cannot boot into safe mode via the classical methods plug your phone into your pc, download the ADB package from Google themselves here: https://developer.android.com/studio/releases/platform-tools
Once you do that allow the device to use the debug via the developer settings and once you do that launch a command prompt from your laptop or pc and make it run inside the location of the adb folder by using cd <path of the adb folder>
at that point use the command adb boot recovery after running the command adb devices and being sure the device is properly detected.
You can find a quick guide here: https://www.xda-developers.com/how-to-boot-to-recovery/#adb
