Notifications drawer broken [OneUI 6.1]

On my Galaxy S21, when I'm trying to pull down the notification drawer, I'm getting instead the fully extended quick settings panel, without the ability to collapse it and show the notifications, as in the attached screen recording.

This behaviour mostly (but not always) starts occurring when a new notification appears, and can stay this way for an arbitrarily long period of time. I first noticed this happening out of nowhere yesterday (6 October 2024). My last update was on September 28. Please help me fix this. It makes the phone very annoying to use, as you are unable to view the new notifications.

My device has the latest updates and I tried restarting it multiple times already.

Hello! Sorry the video is not playing on my app. Reading your post, I think I have experienced this on my old phone. This could be due to storage being full. You have already mentioned everything you have tried. The only suggestion I can give would be to backup your data and reset the phone. Hope this helps.
