I've been having a lot of trouble deleting synced data from Samsung Notes in Samsung Cloud. I can't seem to get it to work, and it's getting frustrating. This is making me question the security of my data in Samsung products.

I still need my notes and I don't want to delete them in the app. I want to delete them in the cloud only.

I can't move my notes without messing the folders structure up. This workaround doesn't fit me. I just want to do it the correct way no more no less.

This is utter nonsense.
I needed to use sync to the cloud exactly once for the purpose of moving from a Galaxy S9 to S10e and only needed to get the data copied over. After I turned off sync in both places, there should be a method for deleting the synced data that is up in the cloud.
I am going to end up using your method, copying off the notes on the new device to some other application, but NOT having a way to remove your synced notes from the cloud, say, when you no longer have a phone that even uses the notes application and you want your personal data removed from the cloud, is frankly unacceptable.. I am told that you can use the Samsung "privacy" site and enter a request for having personal data removed from the cloud account, but I am not sure if that would apply to this situation.

Basically Samsung is holding Samsung notes hostage unless we go through with this terrible process? What kind of ass backwards system is that? Who the hell is going to want to, move all notes off of device > turn on syncing (just so they can delete all notes from phone AND syncing is something they didn't want anyway) > delete all notes from app > wait for data to be removed from cloud > turn off cloud syncing > put all notes back and hope that all of them show up and that syncing doesn't magically get turned back on after an update.
Somehow my Samsung 'notes' had mysteriously been set to cloud syncing recently. I'm sure for my 'convenience'. I've never seen a dumber cloud deletion method. Its as if the company made this by design to make it so inconvenient that people just give up or not want to do it.
I honestly believe that Samsung is scrapping the data and selling it for advertising in some form as to why they made such a terrible cloud syncing process. It makes no sense otherwise. if i turn off syncing, i should expect a.) the data to be removal easily from cloud, b.) that i can keep my notes on my phone.
edit: Robin's response is even worse. Guess what people? You can't actually see your notes in the folder when you plug in your phone to your pc! So you can't even really do Robin's ass-backwards process off hand. Unless you do that really naughty thing of rooting your phone, you are screwed. that's right. Samsung hides your ability to see the notes. You have to at BEST SYNC the notes to another cloud storage (i don't want FREAKIN CLOUD STORAGE) so you can stop syncing Samsung cloud storage. What fun.
Additional Edit: You can select All and save them as 'Notes' files in Notes app so there is there . . . but you can't view them once you save them somewhere. So you can't verify that all of the notes successfully got moved. Again great fun. The files are proprietary sdocx files so can't be viewed easily.
Thanks Samsung for providing Robin with an easy system that it totally amazing and not at all frustrating and ass-backwards. I'm an IT person and I find this absolutely infuriating. I can only imagine how upset I would be if I didn't know what I was doing.

Why not do as as Robin999 said by first simply backing up your Notes data to the Samsung's "Smart Switch" desktop backup/restore application. Then delete all your notes, allow sync to propagate on the Cloud, disable sync, and then restore the Notes backup from Smart Switch? (Beware: Locked notes are not backed up on Smart Switch so make sure you unlock any locked notes before backup.) This should work, right?
