System storage, no fix works

My phone is showing the system storage is 99% full. I have done absolutely everything: clearing  cache  partition, clearing app cache, removing files, storing pictures in the cloud, removing nearly all my apps. I don't know what else to do.

If it's not an error and you can't pinpoint the offending app I can think of 2 possibilities either downloading hd movies that are stuck in the phones cache or maybe a cloud storage app set to view files offline as this would trigger the phone to download everything e.g from one drive etc and not just links. if it were me I would clear the phones cache and check sync settings for online storage etc and if you can't find anything consider a factory reset in case you have a virus or malware on the phone, I use bitdefender on my phone but there are several options to help protect your phone and data which can be important as people rely on their phones more

System says full, delete apps, is there another way to store apps perhaps on cloud
