Is the Samsung Lock stored on device or on a server. Same question with Google FRP.

I still can't find out from the threads. I went on one talking about how Frp didn't work for him and I looked at all the comments and they were literally just arguing so much.💀 I think it is mostly server based but it could also be on device.
