Samsung Health not syncing with cloud

Can anyone help with Samsung Health Data not syncing with Samsung Cloud. It appears to work on the phone but when I go online it is not there. I want to move to a new phone and it won't transfer the data from my old app

On your old phone, is the sync turned on? Does it sync when you click on Sync Now?

Is the new phone connected to the same Samsung account, and is the sync turned on? When you click on Sync now in the new phone, does any happen?

And Sync using is on WiFi or mobile data?

Yes synced on my old phone and when I go throughout the cloud app it says it is synced. When I go to the cloud via a browser it is not synced. The new phone is linked to the same Samsung account. It give a last synced date of 1970
