If you're referring to the mobile data being used when you're not doing anything internet-related, this may be due to the apps on your phone running in the background, which can consume your data if you don't have a stable Wi-Fi connection on the phone. The background usages can be app updates, messages on social media apps (Facebook, Twitter, Snapchat, etc.), and other notifications on the apps that need an internet connection to work. You can either try adjusting the settings on these apps to reduce the mobile data usage or turn off Mobile data when you don't need to use it. You can turn it off by going into Settings > Connections > Data usage > Mobile data.
