one UI 4 is not pushing through notifications

I updated my S21 ultra to the one UI 4 last night. I get the notifications showing on the phone but when its on silent its not vibrating and when its not on silent no notifications sounds are coming out. Pretty annoying because i never know when im getting notifications. this isn't just one app either, its not working for whatsapp, texts, emails or alerts from other apps so it seems to be the phone in general.

I have checked all the notification settings and everything is on. 

Anyone else having this issue?

Have you turned the phone off and back in n since update?
Have you tried wiping partition cache?

I'm also missing a lot of notifications! Literally only vibrates when I get a phone call.
