Chrome doesnt natively have pop ups, this will be due to a link/website youve visited and allowed notifications/popups, or could also relate to an app youve downloaded and installed. You can go into Chrome, 3 dots top right - Settings - Privacy and Security - Delete browsing Data, Check the options and length you'd like, see if works. If not, Phone Settings, Apps, Chrome, Storage, Clear Cache - Clear Data, will be like a fresh install of chrome, if still happening, look at your applications, third party ones not from Samsung Store or Play Store can be more suspect.
