Unable to open apps from notifications

Hi, I am new to android. 

I have the galaxy flip z4. 

When I get a notification it shows my notification screen. 

If my phone is unlocked I swipe down, tap on the notification, then it just takes me to my home screen or back to the app I had open. 

Why won't it open up the app?

Phone is unlocked. 

I have tried double tapping also but does not help. 

Any help is appreciated thanks!

@Zoë Bell: Is the issue affecting certain app notifications, or is it persistent across all notifications you receive? Next time you receive a notification, can you try checking for a drop down arrow to the right of it, and tap on this to see what options are available to you? 

As a possible workaround, please head to Settings > Notifications > Advanced settings > Floating notifications, and select Bubbles or Smart pop-up view. When you interact with a floating notification, does the problem persist?

That's a good question. I've just looked now & seems to be 3rd party apps.I can usually open them but I'll keep an eye out for the next ones.
I'll check out the workaround & give out a try. Thanks!
