Tesco Mobile is an MVNO of O2 who have been experiencing a larger than normal, number of outages on their network in the last 24 hours or so according to DownDetector, here...

Alternatively, try turning your phone off and on to see if that clears the text messages.
Also, you can go to...
Settings > General management > Reset > Reset network settings (this will reset your Wi-Fi. mobile and Bluetooth settings)

I agree with @ironass to contact your network provider as they maybe able to check your account and area.
Or is this happening everywhere you go @Beets ?
As a process of elimination try your sim card in another phone.
And if possible another sim card in your phone.
Check your messaging centte number to ensure it's correct.
And it worth checking either you or the recipient hasn't added your contact number to any messaging blocking setting unless this is happening with all texts.
You can reset your network connection in Settings > General Management > Reset > Reset Network Connection.

This may explain your problem as Tesco Mobile is currently experiencing a large number of outages.
Tesco Mobile are an MVNO of O2 who are also experiencing outages.
