Some motificaitons only arrive once phone (Flip 4) is unlocked

New Flip 4: Some notifications only arrive once phone is unlocked.  I have checked "do not disturb", changed adaptive power settings, and checked individual app setting to allow notifications, but some notifications only appear once I unlock the phone.  Any advice?

This is not for sensitive notifications.  I have another device with the same apps as the Flip 4 that receives the notifications that do not show up when the Flip is locked (e.g. motion detected by a Blink camera).  How can I change this if it is a security setting?  Thanks.

Thank you for any suggestions. I have checked battery usage and set those apps for "unrestricted" battery use, have turned off adaptive battery, and tried other posted fixes.

Is the other device a Samsung? Samsung seems to handle notifications differently than most other manufacturers, this causes me delays with some apps that I don't experience on other non-samsung android devices.

The other device is an iPad.
