How do I stop my phone from downloading updates on mobile data?

I've just gone from a Pixel 3a to the Z Flip4. My provider is Verizon. This afternoon my phone started downloading a software update, unprompted. Even though I have unlimited data I do NOT want my phone to download things while on data because it slows it down a bit and makes my phone very warm in my pocket. I have already changed my apps settings so that apps can only auto-update on Wi-Fi, so that is not my problem. I have no "Turn Off Auto Updates" toggle of any kind in settings anywhere (excluding Developer Mode), and frankly I don't want to turn off auto updates completely. I actually don't mind it being automatic as it's one less thing I have to remember to do. What I want is for my phone not to download these things when it's not connected to Wi-Fi in the middle of the day. How can I do this?

I presume you are referring to OS monthly updates?
If so....

Settings
Software Update
Auto update via WiFi

Toggle this to off.

Wow, egg on my face, I have no idea how I ended up on the UK side... but I'll carry on if anyone here has an answer.

I don't think I am referring to the monthly ones. I only just got this phone, and the updates have not stopped. As I type this it is downloading the sixth software update today.

And there's the part that's been frustrating me - I don't have that anywhere. In Settings under Software update, all I have is: Check for software updates, Show software update history, Smart updates, and Use Software Upgrade Assistant. No toggles in any of those.
