Hebrew script is available on most Samsung phones. To enable, go to...

Settings > General management > Language > Add language > scroll down to Hebrew script (עברית see screenshot) > set as your primary language.

They are asking for a language pack (no hebrew there yet and why i dont know) not how to add a languge to the phone. two different things
