Advice? - Performed a factory data reset, signed out of all accounts and yet info is still there when starting a fresh

Performed a factory data reset a few times, signed out of all accounts and yet info is still there when starting a fresh.  Have lots of apps with permissions all set to on and greyed out. Have checked developers options and it keeps toggling to auto install apps. Also screen tracing on and verify debugger apps. Even when I toggle off the last 2 they're toggled on when I goback in.  I have never used text on other devices and clearly Samsung account says services I've used.

Did a factory reset using cable and everything came right back! Even though no accounts were signed in I clicked on Google services im my settings and it said something about firebase app indexing. Also when doing a factory reset it said something about boot to qmmi, safe mode, bootloader and fmm. Really struggling now I'm just an ordinary person never unlocked my phones, wouldn't have a clue. This phone is less than 3 months old. This has been happening to me now for over 3 years and neither Google or Samsung have any answers for me. Would appreciate any help and advice.

I think it would be worth getting it into a Samsung service centre.

would it be covered under my warranty and do you have any idea what could have happened. I have changed my phone 3 times and new numbers and made new Google, apple and Samsung accounts but having these sorts of problems with all.

I don't have a flip so it's hard to comment. What I'm thinking is it won't reset because of MDM. Did you get the phone from Samsung or a carrier?

I got it delivered from o2 all sealed.

Get in touch with O2 and see what support they can offer. It would just be a case of going into a shop but for the lockdown ☹
