I am trying to find out if Samsung recommends using VPN?

If you go to settings, then connections, then "more connection settings" there is a section for VPNs. Whether Samsung recommend using them in not sure, I can't think of many benefits other than obviously satisfying the needs and wants of customers who use VPN's.

@Iain-W  Samsung do not specifically recommend  VPN's but provide information for customers who wish to use them https://www.samsung.com/uk/support/mobile-devices/what-is-a-vpn-and-how-do-i-add-one-to-my-device/       Some customers like them in terms of privacy and security , remote working and having the ability to bypass Geographically locked content.  However even with the best VPN's  as it uses more bandwidth there will be compromises in terms of speed.
