Stuck on Android 9

My Galaxy S9 is stuck on Android S9 yet I have another phone with the exact model number and that's updated fine to Android 10.  Also the security patch has a date of April 2019 on the one that wont update.  Can anyone help this was a refurbished phone I recently purchased. I have done everything including a reset.

Is it locked to a certain proveder? My S21 still hasn't had the beta update for 12, for what I assume to be because I'm on vodaphone. You could flash android 10 (official Samsung firmware) yourself, but I'm sure that would trip Knox, and you wouldn't be able to use contactless pay etc.

Flashing official firmware doesn't trip Knox.

No it's not locked I think it was with 02 and I'm with Vodafone. Any chance you could post me a link. I've looked for this but only seem to find links that I'm a bit wary about. Really appreciate yours and Adam Lee's reply. Thanks both.
