It might be something your cell carrier is doing. Normally the setting is there, unless your cell provider told your phone to move or hide it. And for the notification, I'm guessing your cell provider uses some special version of wifi calling, which uses IMS service to activate. Thats causing notifications.
For me, IMS service isn't used and the kinda built in wifi calling software is used. So it missing isn't an issue, just different.
So, cell carrier uses non standard wifi calling. Uses IMS service to make your phone compatible with it. IMS service makes annoying notification.
Though good news, I did figure out how to disable the notification. Bad news, it requires debug mode and using a computer to enter commands into the phone...
