Just new to Samsung,can routine be created that tells the current time when I have my buds on out walking

You can set up a routine so that if you reach or leave a certain destination with your buds connected it will tell you the time. Routines need to use exact requirement and conditions, they cant just randomly do actions.
You could set it to tell you when its exactly 9.15pm when you have your buds connected for example because they are specific conditions.

What buds ? If they support an assistant like google or bixby it'll be easier to just ask what time it is whenever you need to while walking .

Im sure all the samsung buds versions support bixby and voice controls . You just have to set it up . Google assistant works on some models too

Then you could say 'hey bixby' what time is it.

You can also set a touch control to bixby or google assistant if you dont want to walk around saying hey bixby or hey google everytime
