I'm trying to call my friend in new Zealand. I get a message that says .you are dialing a restricted number .what do I have to do in my phone settings,an android device, to allow this call? Help please

Does your tariff allow international calls?
Does your device have calling international numbers turned off?

Do you have a spend cap?
Have you hit your spend cap?

@marcuk51: Please open the Phone app > Tap the 3 dots in the top right > Settings > Supplementary services > Call barring > Outgoing calls > Ensure that 'International calls' and 'International calls except home' are both toggled off.
