Is this correct behavior, restarting the phone, no prompt for eSIM

I restarted my phone and when the prompt appeared for me to enter my four digit code for my eSIM, I did nothing and continued.  

Everything loaded and the only calls I could make were emergency calls.  Okay, that's what I expected.

I restarted the phone once again and the option for me to enter my PIN for my eSIM didn't appear.  I was forced to go to Settings / Connections and turn on my eSIM card there.

Would I have had the same experience if I only had a physical SIM.    This isn't a big deal; I was just surprised that on restart the eSIM remained off.
