Help! Icon Notifications

Hi

I have previously set up the below so that when I get a notification, say from WhatsApp, the icon will 'rain' down or appear as a 'snowflake'. Even if I am on say Chrome or YouTube, the icon notifications would rain down on the screen.

However, the only thing happening when I get a notification is the edge lighting working as normal

I have also toggled the "Only available when the screen is off" option on and off, but still no joy.

What am I doing wrong?!

And if show app icon is off?

Then it doesn't appear at all. If my screen is locked, the icons appear as rain. But when the screen is on, they don't.
