25 Ultra notifications not waking screen or popping up when received

It seems like there is a software issue.  I've adjusted all settings and when my phone screen is off, notifications don't wake up the screen.  Regardless if the phone screen is off or I'm using it, notifications don't pop up.  Any solutions or is this a patch fix to come?

Mine are, and all apps are allowed...... NOTHING happens. I hear a sound, no screen light up, no visual preview, NADDA!

Keep you always on display, on and then this will get fixed.
