I have the S22 Ultra and have never had that problem. I am with O2 and I had a problem trying to update the firmware via 4G/5G data, but it was an O2 problem. The phone was working flawlessly with the EE.
Have you set your location on your Samsung Account profile? I wonder if the phone thinks that you are in location which is blocked from accessing their systems. It could well be a bug.
Did you try clearing the cache partition?

I am also on virgin and I've never had that issue.
How are connecting to the internet? Do you have the virgin hub in router or modem mode?
When did you last reboot the hub/router?
Did you do any personalised configuration to the virgin hub?
Even if you have low speed checking for firmware should not take too long

Well, I am glad it is sorted.
It is very likely that virgin updated the router or the router was in the process of an update when you tried to check for the firmware.
