Unfortunately using a phone in one region and then trying to add certain cards may not work especially with Samsung Pay / Wallet.
As I mentioned in your other thread here > https://eu.community.samsung.com/t5/galaxy-s24-series/samsung-pay-plus-and-samsung-watch , I use Google Pay / Wallet.
When I imported a phone from Hong Kong to be used in the UK one of the caveats was that Samsung Pay / Wallet wouldn't work correctly, so yes it can be a limitation / restriction for using that particular payment option.
I would suggest against going down the route of attempting to change the phone's csc.
If you perform a forum search you will find existing threads with some further help or guidence within in regards to Samsung Wallet and csc discussions.

Oh I see, I'm sorry I can't help with that one as I never use my watch to pay for anything, but i do think that google wallet works on a Samsung watch though, as long as it's running wear os 2.0 and above.

I've never set it up myself but I guess that you'll need the Google wallet app on both your phone and watch for it to work.
