Please can you send this as feedback via your Samsung Members App too, so that this goes directly to Samsung.
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
The advice I offer is my own and does not represent Samsung’s position.
I'm here to help. " This is the way. "

@MohannadAlaa: If you have recently submitted an Error Report via the Samsung Members app, then please be aware that the team work on a queue basis, so responses won't be immediate. Please be assured, however, that we will get this passed on as soon as possible, so we can take a closer look at your issue from a software and hardware perspective.
In the meantime, please can you confirm what resolution and FPS (frames per second) were selected in the video you captured? Also, if you tap the cog symbol in the top left of the Camera app, is 'Video stabilisation' toggled on?
As your video is in relatively low light conditions, but with the contrasting brightness from your TV, this can also affect the quality of the recording. If you make a similar recording in a well lit environment, does the problem persist?

I've been having the same issue. If you go into Settings - Apps - Camera - Notifications - set it to silent. Seems to do the trick.
