I believe having seen this question before that the answer is no.

Powering off a device does not present a security risk so it's not part of the password features.

If my Samsung Galaxy s²⁴ Ultra is locked then if I long press the power off button my sim is required to process the power down.

If the phone is locked, then it requires a password, pin or fingerprint to power off.

If you swipe the drop down menu from locked screen, select power, you get the power options, tap power off, you get power off confirmation, tap it again and you are presented with the unlock screen.
