Some older Samsung devices used to be non-specific in this way. However for the last few years, Samsung carrier-identify devices for a number of reasons, including for auto-installing apps (like your mobile provider's billing app for example), but also security, so when a business uses Zero-Touch Knox enrolment, the serial and carrier identity are present and the phone can be verified as having come from a source that hasn't tampered with it in the sales-chain. It's mostly a paper-trail thing, but it does screw carrier-device owners out of Beta software yes.
