When watching (samsung video player) a movie with 24 Hz frame per second the refresh rate of display is 24 Hz. But every time subtitles show the display refresh rate jumps to 120. It should stay 24.

It's likely in the way the subtitles are being called. Remember that the subs you're using are not embedded in the video directly and therefore are overlayed on top of the video.

But first you have to prove that. Theoretically it sounds like it is, but you'll often find it isn't the case. For instance, I found just playing Chess could net me around 20 hours SoT, despite the display running 120Hz. I've yet to find any other application or use of the phone that comes close to that. And yes, the refresh rate stayed at a constant 120 Hz (according to the monitor at least).
