Joining the Beta program might add some complications. Beta firmware have more bugs than stable firmware.
Have you tried clearing the cache partition or factory reset?
Does it happen when on safe mode?
Do you have some theme or configuration app? I have a S24 Ultra and I never have seen this issue.
To clear device cache, one needs to boot on recovery mode.
To boot on safe mode:
Factory reset would be a last resort action. If you do, please DO backup all your data, it will be lost with a factory reset.

I did understand that the issue started with the stable version of One UI 7. However, joining the Beta program and using a Beta firmware might make it more difficult to troubleshoot. By its nature, it could introduce more variables in the mix and isolating the problem could be more complicated.
I am using the stable version of the One UI 7 and have not seen the issue.
Have you tried clearing cache partition, safe mode or factory reset? Have you installed a theme or app that changes the configuration of the phone?

You could try booting on safe mode. If the issue is not present on safe mode, then it is very likely that an app is causing the issue. It might be configuring something the wrong way.
Backing up to the Samsung and Google account could simplify the restoring of the phone or SmartSwitch. Contacts, Messages, accounts, Wi-Fi, etc, settings will be restored in the process. You might need to do messaging apps like WhatsApp by hand.
I agree with you, factory reset is a pain, but sometimes is the only solution.
