Where exactly do you want to use the handwriting mode? Doesn't the keyboard has an option to use handwriting? Usually the particular app will allow you to use the handwriting feature accordingly.
Could you post some screenshots showing the problem?

Just got an S24u and this was one of the first problems I encountered. It took a while to find this old post, but anyway, here's what you have to do to work around this. (Writing it up in long form to make it more searchable)
Problem: When using Samsung S24 Ultra handwriting input on (what I will call the "writing pad"), often and seemingly at random (or perhaps because you wanted to type some) it will switch to Qwerty keyboard. I could find no way to get back to the writing pad. I could only bring up a very limited pop up writing toolbar. The only way to get the writing pad back other than re-insert/remove the S Pen.
Solution: After some searching around and not finding the answer, I went back to Samsung keyboard settings and noticed an option called "keyboard toolbar" -- which I switched on. Back in my app, on the Samsung keyboard, this brings up an extra row of icons (taking up extra screen real estate). Using the 3-dot menu on this toolbar, you can move the handwriting icon up to the main row. Thus, you can switch back and forth between keyboard and handwriting by pressing either the handwriting icon in the toolbar or the keyboard icon on the writing pad. Screen shots attached, which I hope are self-explanatory when correlated with my note here.
