I want a bixby routine: IF screen off THEN turn on power saving

How do I do this? I cannot find a "screen off" or "screen locked" part.

Maybe use button action side press that will act as screen off where press and hold is set as screen off

Have you had a look at the Routines+ module as part of the Good Lock app. It may have what you need. Basically, it adds new functions to Modes and Routines, such as button action, where you can set it to turn on power saving by holding the phones side button.
It's a free Samsung app available from the Galaxy store.

Actually, scrub that, I've just discovered a bug. The routine will only activate once. After the initial activation, subsequent button presses don't activate the routine. Feedback sent to devs
