@s_: Please try swiping up from your Home screen and heading to Settings > Apps > Twitter > Notifications > Allow sound and vibration (On) > Notification categories > Run through each relevant category, and make sure that 'Alert' is enabled, and a 'Sound' has been assigned. You should also check the 'Notification sound volume' slider at the top the screen to make sure it is at a suitable level. Do the same for Instagram, and let me know if this helps.

@s_: As Instagram and Twitter are both 3rd party apps, I'm sadly limited in the support I can provide from this position. If all other apps on your device are producing a notification sound, then I recommend checking the in-app notification settings to make sure that a sound has been assigned. I also recommend reaching out to the developers directly to see if there are any known issues with notification sounds on the S23 Ultra, or Android devices running the latest UI, and check for any available app updates via the Play Store.

I have the exact opposite problem. I keep my phone on vibrate with sounds silenced. And it will repeatedly reset the Notifications volume to 50%, despite the volume settings making it unable to be adjusted unless I turn the ringer sound up, then silence all sounds again. If I happen to be using my phone when it happens, I can quickly use the volume button to turn it down.
I notice it most with Instagram, as I get more notifications from there, but it seems to happen with Text Message as well.
I have tried everything imaginable to fix the issue, and near as I can tell it seems to be a bug in the Samsung UI/system itself, and not say, Instagram which shouldn't be able to modify any sound settings, only push notifications.
