Hi got the s23 on contract do I still get to claim Samsung buds ?

The buds will be part of a promotion being run by the network you obtained the phone from.

Buds are not part of the promotion by Samsung right now.

The promotion is adidas credit to use and a bluetooth speaker.

If from ee in the UK then the Buds will be sent automatically in approximately 35 days @a1j

I'm with 02 any idea how that works all they done was directed me to this page ?

Samsung are as I mentioned running an Adidas promotion but this is only valid when purchasing the phone from a participating retailer and does not include a phone purchased on a contract.

Have you looked on o2's support page which is where I assume you've seen the particular promotion for the earbuds ?

So you need to wait for the sms with the voucher code in around 30 days from o2 then you use that code on the Samsung page to pay for the earphones.
