Has Samsung Pay / Samsung Wallet worked previously @fredtaylor
If so have you downloaded anything recently that maybe causing conflict.
I personally use Google Pay.

Did you back up using Samsung Cloud on your previous I assume Samsung phone and then use that back up on your new phone ? @fredtaylor

I'm wondering if that's possibly the issue that you still have it on your old phone @fredtaylor
Dependant on your card issuer they may not allow the same card to be registered twice !
Worth checking.
