I called Samsung and they had me to take the phone to a repair center of there choice to run some test. After the test were ran they say that the signal is not reading properly and the phone needs to be replaced. It's under the factory warranty so that will cover it. Update the s23 with the GPS issue are because the internal antenna is not working properly so call and get to the repair shop quick but once that is done call your service provider because Samsung is trippin on how they want to handle it.

Samsung apply a 24 month manufacturer warranty to cover issues not caused by accidental damage.
This is why they'll deal with this with no fee charged.
Samsung UK also provide a 14 day cooling off period to have the phone refunded or swapped out if an issue occurs in that time period.
