Ok I guess there could have been a history before your purchase that could cause issues. It must have been reprogrammed in some way using flashing tools to change the CSC code. Often this means it is still unable to reprogram.
Personally I would consider using it as a trade or sale and getting one that is new or guaranteed to be UK market and unlocked. That way it should be open for updates.
Not all sellers are honest and genuine unfortunately.
😐I am sure a similar s23 plus would be achievable at quite a cheap price these days, or a trade against an s25+... wait for the s26 range release.
Bear also in mind, the s23 will support until early 2027... so just over a year of software left... but the s24 onwards was changed to a 7 year support regime. So there is a big step up in future support just going from s23
➡️ s24.
