I've bought an s23 in April so the phone isn't old like a launch day device and it's getting a bit or to hot to touch I have some apps running in the background like Spotify or my maps when I'm out but my phone would sit for about a while about 30 mins on a 11 or 12W charger not the samsung 25W charger it's and anker charger I think that I've been using since my zflip3 and I never had any charging or heat problems with that phone when on my 12W charger but my s23 only cools when I put it on my friends 25W charger and in certain apps when on his charger it don't go over 40 degrees I don't know if I should get my phone checked by samsung or run a few stress tests to see if it is my charger or if it and app or background running app (EDIT)my charger is a belkin and its rated for 15 to 19.98W I'll put some pictures with my battery thermal, charger and cpu thermal

Non PD/QC chargers tend to be warmer as they do not posess the chips which communicate with the devices they charge, so effectively act as "dumb" chargers. The official or recommended chargers effectively communicate whilst charging to more efficiently charge your device. Having said that, the S23 Ultra does warm pretty high when using a 25/45W charger from 0-80%, after then it cools off pretty fast.
