S23 charging issue only charges when turned off

I've been facing this problem since the new update or approximately from a few weeks the phone only charges when the device is turned off and at least 2-3 time a week there is this notification of moisture detected in the phone. The place I live is extremely dry there is no scope of moisture and the phone does not charge when it's turned on. It says super fast charging and then it's just not receiving the charge but when I switch it off some how it accepts the charge. I used the original Samsung 25 travel adapter with cable.

I have done these things up til now

Cleared all sorts of caches, got my USB-port cleaned, cleaned my charger yet there is no relief. I'm tired of constantly turning off the phone for charging it's non productive. Any suggestions, guidance would be appreciated.

Another troubleshooting step is to try another charging brick and cable @Satz , and use the diagnostic tool in your Samsung Members App. 

When you mention clearing the cache I assume you cleaned the phone's System Partition Cache Files Section i.e Clear Cache Files from the phone's System Partition Section  > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's } 

A last resort would be to back up and factory reset. 

If that does not help then a Samsung Service Centre would possibly need hands on.
