It was just released this morning in India and South Korea so it may take a few days before it gets released to other countries. If you see the banner notice in the members app you apply from there if your eligible. Not everyone is is eligible mind you.
It's not available in the UK yet, there's is no guarantee that it will come to the UK but it should do. Remember it will be for unlocked phones from Samsung and probably won't be available to anyone with a network locked smartphone.
