I have (2) Samsung S23s. 1 is fine- the other the sound for notifications is so low you would have to hold it to your ear to ever hear it. The volume is as high as it gets. The ring tone is set to loud. All other media is fine. I even did a factory reset and it's the same issue. Getting frustrated and missing important notifications. Wishing I had not upgraded. Any fixes?

Can I assume your also using a Pre downloaded tone on the phone for your notifications.
I would also as a step send feedback via your Samsung Members App direct to Samsung.

I am experiencing the same issue. It started after one of the last updates. I am pretty sure it's the system volume, but other things are affected. For instance, the Google Assistant is no longer audible. Notification sounds can't be heard. Media seems to be fine, such as playing Podcasts or Music. Volume controls are all the way up and tested with and without Bluetooth enabled to rule that out
