Same annoying issue. Restarting device sometimes helps but sometimes doesn't. One call will work and the next may not. It also may randomly start or stop functioning properly without doing anything differently. I also factory reset and started from scratch and the problem persisted. Samsung support has no advice on this issue but said they would report it to the developers.

I have the exact same issue with the exact same experience. I found a work around (and I need it because I am hearing impaired with bluetooth hearing *****). Before making a call, I switch wifi off on the phone and captions work fine just using 4G. If I am expecting a call, I do the same. Samsung support would hae you reset the phone, which does nothing. It has something to do with wifi being on when the call is in progress. I figured that out when I kept restarting the phone and getting it to work for one call. The next, not. Then I realized that restart resets wifi. So I just tried switching wifi off, and bingo. Doesn't really fix it, but it is a workaround. Try it, you'll like it. BTW I had no issue of this sort with my Samsung 22.

Turning off Wi-Fi worked for me on my Samsung S22 Ultra. Leaving Wi-Fi on and turning off Wi-Fi calling also works. I would have liked to be able to turn off Wi-Fi or Wi-Fi calling during a call when Live Caption is On, but there is no test to see if Live Caption is on or not. I also couldn't see a way to trigger a routine with a button or a gesture that might turn on Live Caption and turn off Wi-Fi calling, and then put the settings back when the call is over. The real solution, of course, is for Samsung to fix the bug where Live Caption does not work with Wi-Fi calls.

Me too. I have a low indoor signal, and being deaf I need to have Live Caption ON and Wifi Calling On.
On my new S24FE, caller voice is not captioned when both Live Caption and Wifi Calling are ON.
My previous A53 5G captioning worked fine. with both ON
Come on Samsung, get it right.
