The region is set in relation to where you buy your device from, not which country you use it in.
You could back up (most things) to Google first but also bear in mind that changing the CSC may invalidate your warranty and this would only be valid in the USA anyway

Did you find a solution? I have the same issue. I bought my phone brand new in California where I live from Verizon. In my phone's profile it says Philippines. When I went to change it to the USA it warned me that I would lose account information and data.
