Assuming you are on final build it will resolve itself

If you have updated to the latest software
Try restarting the phone
Alternatively, force stop the app and reopen it
Apparently this has worked for others

My one did that first time round, after updating to the release version.

Just cleared cache and restarted app

When I tried to use Google Wallet this afternoon, I got the same.

Opened Wallet, closed it, re-opened it and it all worked fine 👍

Mine fixed itself after closing and opening.
The first time I went to pay, it declined the card 😅
I've removed and re-added the card so will try again today, fingers 🤞
