Are you using 2 physical SIm cards or is one an eSIM

The S23 is dual SIM passive meaning only 1 sim can be operational at any one time.

Head on over to your SIM manager and check how each SIM is set up ie calls, messages and mobile data. Report back with your findings. Screenshots will help further.

Your device will have settings which determine preferred network.

So if you're preferred network is SIM 1 and it is signal, SIM 2 won't work unless you manually select it.
